Import Restrictions
All items require an import permit, except:
alcohol
brides' trousseaux
goods imported by the diplomatic and consular corps
non-commercial items to a value of $40CDN
original works of art imported by their author
personal effects, clothing and objects
provisions for a journey
red Cross merchandise
returned merchandise of Cambodian origin, provided it has not been altered in any way
samples
school outfits
traveller's requisites.
Prohibited Items
In addition to items considered non-mailable matter, the following are prohibited:
acids/batteries
animals
bank notes / travelling cheques
graphite products
infectious substances
jewellery
log and timber products from Liberia (wood-chips, poles, post, fence pickets, sheets, flooring, molding, pallet, tool handles, barrels, crates, tableware/kitchenware, shutters, blinds, cases/boxes/chests for jewellery and silverware, clothes hangers, clothespins, toothpicks, etc.)
narcotics/drugs
passports
precious stones
tobacco.

The Ministry of Commerce of Cambodia issues all import permits.
The following is a list of documents required when importing into Cambodia:
1. Commercial Invoice
2. Pro forma Invoice
3. Import Declaration Form
Custom Procedures:
The owner/representative opens the parcel in front of both customs and postal officers for custom officials to verify. If the customs value is less than 300USD, the declarant has to submit a Simplified Customs Declaration (Customs Declaration Form for non-commercial goods). If the value is greater than 300 USD, a Detailed Customs Declaration Form (SAD) is required.
If parcels have no commercial value and is a gift, document etc, the parcel will be treated as a normal postal item and will be released to the receivers address without customs duties or taxes.
